Police say it is now the responsibility of individual officers to ensure the safety of their officers - including staff at police stations.

The charity added: "This is only the start of the investigation into why the cats were taken from the families and how they were managed.

"This report will be a major step towards a full review, and a review with a wider scope into dog bites."

'Extremely distressing'

A Ministry of Justice spokesman said: "A number of these incidents have already been dealt with and the offenders have now been cleared of any blame and have been returned to their homes.

"Police officers have now been provided with additional training about appropriate dog behaviour and how to respond to it."

A spokesperson for the Metropolitan Police added: "This was a very serious incident and officers were working closely with the local community to locate the animals.

"They are doing a thorough investigation and we are in regular contact with the local family, so as soon as we can we will make a further statement on what has happened."

Officers working in the Cotswolds

This was the first time this had happened in the area. In March 2015 the Cotswolds were closed after a pet dog and an animal called a leopard were found fighting in the nearby streets

This has happened in other areas of London in the past and the majority of cases involved cats found to be aggressive

In June 2016 police in Eastleigh told local residents to leave their pets at home while they investigated the matter

Residents were advised to take out all pets out of their homes. However in November 2016 police officers told people to take their pets out of their homes and not to call the police about it

In February 2017 a group of 15 dogs and cats were found in the Cotswolds

No-one has been identified as the cause of the incident.

In 2015 an incident at the Southend Police Station had 11 dogs found fighting, in May 2016 12 dogs were found fighting outside a house, in July 2016 five dogs were found fighting inside the city council home, in August 2016 four dogs were found fighting at a home in Harlow and August 2016 there were six dogs at a home near King's Cross on suspicion of throwing stones.

"In my personal view of things, there are two ways that I'd put it in terms of this; it's either you're paying more, or you're paying more and you can't afford it, in this case being a little less and maybe saving some money. The difference between the two is what I feel is one of the biggest problems the industry faces.

I think there is a lot that could be done and I'm hoping that both sides will be able to work something out that works for everyone, even if I have the luxury of being able to be a little bit greedy."

The big problem for the industry is price. For growers who grow strawberries, for example, growing large quantities of the crop is a big expense that needs to be minimized.

"So the cost of strawberries — and it is a cost, if you will — is $4.45 a pound because of the price of oil. And that has to go a lot lower for the same quantity of fruit if we're going to be able to keep up with demand."

When it comes to making the fruits more attractive to consumers in the future, the answer might be a combination of new products and new processes to enhance the flavor, like using organic bananas instead of imported bananas or even planting a native fruit tree.

But the most immediate solution could be more marketing.

"As we know, for our strawberry growers it's a lot easier if we can produce more than a handful of strawberry plants a day. I think we need to do that at some point," said Kieffelbaum.

She added that marketing efforts like the new Orange and Lime ad campaign, and others such as the new Strawberry Fruits campaign and the Strawberry Tuck campaign are "good, practical tools that will definitely make it easier to market strawberries more, but maybe also more exciting."

It's important to remember, however, that it's a long road of increasing the competition for strawberries in the industry. Kieffelbaum's suggestion is to consider how we might decrease price by cutting down on production.

"The first step is not to increase the competition in the industry because the big players are just not buying enough of it. And once they're not buying too much of it, they're not going to want to buy more of it. And that's really going to cost consumers some money. So, there's actually some very short-term pressure on us to decrease our production and make strawberries available. And if we can continue to do so in the long run, you can see our supply decline."
